On 8 March, during ICANN85 in Mumbai, the Global Forum on Cyber Expertise (GFCE) convened a Triple-I capacity-building workshop, hosted by NIXI, focused on a question that is becoming increasingly urgent:
“How can we increase justifiable trust in the use of the Internet and e-mail, world-wide?”
The message that framed the day was clear: Connectivity alone is no longer enough. Trust must be built into the Internet itself, involving all actors to take their respective responsibilities.

About GFCE
As of 13 February 2026, the Global Forum on Cyber Expertise Foundation Board has formally informed the GFCE community that it decided to wind down the Foundation, and this decision has been communicated to the membership.
Consequently, the Foundation is now in a managed wind-down phase.
Currently, the GFCE community is seeking alternative ways forward as the mission of GFCE is still widely embraced by many of its members.
GNKS Consult will continue to organize GFCE Triple-I workshops as it has done since the outset, and as these workshops fulfil a need. It will work with the GFCE community but cannot longer fall back on the support by the GFCE Secretariat so will engage directly with all involved parties.
GFCE Triple-I Bangalore meeting

On Monday 30 September, hosted by the India School for Internet Governance and the Indian Institute for Management Bangalore, MEITY Joint Secretary Sushil Pal opened the 5th GFCE Triple-I workshop in India.
The GFCE Triple-I initiative facilitates awareness raising and capacity building events in different regions of the world in order to enhance justified trust in the use of Internet and/or email in those regions (specific priorities to be determined by stakeholders in the region).
This specific workshop covered various aspects of internet security, including routing security, DNS security, and email security. It highlighted the need to maintain and enhance trust in the internet as new technologies like quantum computing and AI emerge. Speakers discussed the importance of proactive measures to address potential threats, such as implementing RPKI, DNSSEC, and DMARC, as well as the role of communities like MANRS and KINDNS in promoting best practices. The discussion also touched on the challenges of funding and sustaining community-driven initiatives, as well as the need for a collaborative, multi-stakeholder approach involving governments, industry, and civil society. In addition there was a panel focused on the impact and opportunities of emerging technologies such as quantum computing and AI. The day concluded with discussions around a proposed “Trusted India Internet Initiative” (T3i) project, which aims to provide a platform for testing and monitoring the security of websites and online services in India, as well as raising awareness and building capacity throughout India’s regions.

GFCE Triple-I Georgetown Meeting

On Thursday 22 August, during the 20th Caribbean IGF, CTU Secretary General Rodney Taylor kicked off a discussion on what can be done to ensure the Caribbean can rely on a resilient and robust Internet infrastructure that is safe to use.
The workshop was initiated by the Global Forum for Cyber Expertise (GFCE) in close collaboration with the Caribbean Telecommunications Union (CTU), and is supported by LACNIC, ARIN, ICANN, Internet Society (ISOC) the Global Cyber Alliance, EasyDMARC, nic.tt and Identity Digital.

GFCE Triple- I Bogota Meeting

On Sunday 3 December, the LACIGF hosted the GFCE Triple-I Day for the second time in LAC region. The Global Forum on Cyber Expertise (GFCE), as part of the activities on Day zero of the Latin American and Caribbean Internet Governance Forum, LACIGF 16, organized the GFCE Triple-I workshop “Creating a more trusted Internet experience, together”.
This workshop was supported by LACIGF (https://lacigf.org/), ICANN (http://www.icann.org), LACTLD (https://www.lactld.org/), LACNIC (https://www.lacnic.net/), nic.br/cgi.br (https://cgi.br/), Internet Society (http://www.Internetsociety.org), and EasyDMARC.
And stakeholders from these and other organizations working in the development of the Internet in our LAC region participated in the workshop, both as speakers and participants, including the government, the private sector and the technical community.
It was building upon the results of the previous workshop in La Paz, Bolivia, hosted by LACIGF in 2019 - see below.

GFCE Triple-I Accra Meeting

On Tuesday 28 November, during the GFCE Annual Meeting prior to the GC3B Global Conference on Cyber Capacity Building, the 3rd African GFCE Triple-I workshop took place.
This workshop was supported by GFCE, ICANN, Internet Society, EasyDMARC, Global Cyber Alliance, and IS3 Coalition.
The aim of the workshop was to look for ways forward towards more trusted use of Internet and email in regions throughout Africa, building on the results of the previous workshop in Kampala, Uganda, hosted by AIS (2019).
Participants in this workshop included global and regional experts, and regional Internet stakeholder groups, including government, business and technical community representatives, who all contributed in finding solutions to strengthen an open end-to-end Internet.

On Thursday 28 September the 4th GFCE Triple-I workshop in India was held at the Indian Institute of Technology in Guwahati (IIT-G) in conjunction with InSIG 2023.
The GFCE Triple-I initiative facilitates awareness raising and capacity building events in different regions of the world in order to enhance justified trust in the use of Internet and/or email in those regions through multistakeholder cooperation.
This workshop was fully devoted to supporting the Digital India Action plan, and aimed to bring together local stakeholders with local, national and global experts to explore together what steps to take to enhance justified trust in the use of the Internet and/or email in the region.

GFCE Triple-I Hyderabad Meeting

On Sunday 25 September, InSIG hosted the GFCE Triple-I Day in Hyderabad, India. The workshop was supported by APNIC, ICANN, Internet Society (ISOC) and its Indian chapters, as well as the Indian Ministry of Electronics and Information Technology.
This first post-COVID lockdown workshop was set up as a hybrid meeting and included online participants. The outcome of the meeting was a commitment for action in the region. Shri Alkesh Kumar host, welcomed all. He Sharma, Secretary from the Indian Ministry of Electronics and IT, expressed his gratitude that, despite the global pandemic, we managed to stay connected. He also reminded that, while most of us are experiencing the transformative power of digital connectivity every day, there is a disproportionate access that needs to be tackled to make sure digital connectivity brings benefit to all.
Following the presentations and discussions during the day, Amitabh Singhal volunteered to take the lead and develop an Action Plan for Raising Awareness of Security Standards for the purpose of enhancing justified trust in the use of the Internet in the region, with the help of Anand Raje and Satish Babu in interaction with volunteering participants.
